A common letter has decided to send the three federations of the country to the Prime Minister of Greece on Thursday, 28 December 2017, asking for his immediate intervention on what is extremely worrying in the HMWC, leading to well-founded suspicions about the type and effectiveness of his amendments Law 4029/12, prepared by individuals and guilds who have neither knowledge nor concern with animal protection, nor are they able to offer salvation solutions and moral at the same time.
Dear Prime Minister,
As you know, the Deputy Minister of Rural Development and Food Mr. G. Tsironis intends to proceed to the revision of the laws 4039/12 and 4235/14 on the protection of animals.
From 2012 until today, there is a systematic undertaking of the degradation of the positive provisions of these laws , the veterinary services of the Hydropathic Veterinary Service and other economic and corporate interests , which seem to have now found an ally in Mr. Tsironis' face.
As secondary animal welfare organizations (federations), we have emphasized from the outset that the law is poor and inadequate, it does not solve the issue of numerous stray animals, but rather makes it difficult for them to manage. It is a patchwork of contradictory provisions, the result of pressure from various actors, which has little to do with a modern framework of animal protection.
But at this time, this poor and inadequate legislative framework is the ONLY PROTECTION OF ANIMALS. It was achieved with a very large struggle of the animal welfare organizations, with the same services of the WMDAAT and the same economic interests, which are now promoting its modification.
Interventions by the Ministry of Water and Forests show that they always move towards the service of professional sectors: veterinarians, breeders, traders and those involved professionally and economically with the management of strays. Animal welfare organizations only serve animal protection.
In the supposed "meeting of the bodies" at the Ministry on 20.07.2017, the three animal welfare federations were asked to be represented in the law reformation process with only one representative, while at the same time it was revealed that the purpose of the reform was not the upgrading of animal protection but the satisfaction corporate interests and the rewarding of actions and practices that have nothing to do with animal welfare and protection.
Such a synthesis and correlation of forces - a philosophical voice alone towards the ministry's services and all trade unions - makes the alleged parody of the dialogue and the outcome predetermined.
The three secondary animal welfare organizations have represented our representation through two of them, a proposal that has not been accepted. This has forced us to deny our participation - and the legitimization through it - of any law reform committee or process. The successive and self-canceled suggestions of the Minister were followed by other committees, each time different, in constant composition and terms.
Prime Minister,
For years, the Hydropathic Veterinary Services have deliberately and deliberately deliberately and deliberately communicating with the political leaderships, by taking them to erroneous and inefficient practices and management models, away from European standards.
We regret that the Assistant Secretary of State, in his haste to present a project, did not consider the issue of animal protection - a matter that occupies much of society - with the gravity we expect from the First Left Government.
Instead, he exhibited countless sloppiness and was drawn up with the views of the more backward officials of a deeply troubled ministry, whose policy keeps society hateful of their third-party choices .
The forced reformation of a law that is problematic from its foundation and its origins, without prior recording and analysis of the problems, is not only unnecessary but also detrimental and will create complete confusion, with only a certain result in the overthrow of the protection itself of animals, with the full political responsibility of the Minister and the Government.
We ask for your immediate intervention to stop the modification process . For our part, we are committed to presenting to you within the next few months a legislative proposal that will be a comprehensive, modern and fully streamlined legal framework for animal protection, harmonized with the best European standards, to be put to the judgment of all stakeholders, under the responsibility of the responsible ministries, and which:
- It will regulate fairly and effectively all activities involving animals.
- It will be workable and will solve problems instead of creating.
- It will build and include the positions of modern science and ethics, reflecting the relationship between modern humans and animals.
- It will set the guidelines for an overall strategy for pet animals.
- It will include measures to manage the strays that address the root of the problem and reduce year by year and the stray population and management costs - thus satisfying all citizens.
- It will not burden the state budget any more.
- Examples of such successful laws exist, all we have to do is choose them.
