The challenges and new data of pharmacists for 2018

Faced with new challenges is pharmacists in 2018, as the commitment agenda is already rich in the industry and should be followed closely.

The new requirements from the taxisnet, the changes promoted by the Ministry of the Environment with the plastic bags where tax is imposed from 1 January 2018, as well as the ownership status are the new data for pharmacies. 

About ownership: Only 4 licenses to private individuals

The President of the PIO, Mr. Kyriakos Theodosiadis, has already given the mark of the industry, regarding the opening of the profession, stating that "whoever wants to invest by opening a pharmacy on the basis of government acrobatics will simply lose his money." However, the fact is that so far, in the two years of liberalization of the profession of pharmacists, 32 applications were made by non-pharmacists for a pharmacy license , six were approved, two were withdrawn and only 4 virtually, out of a total of 11,000 pharmacies across the country, operated by non-pharmacists . Therefore, we would say that the pharmacists' industry should not be scared or bothered by regulations, as the market is always the best regulator.

It should be remembered that with the Health Ministry's amendment to a Bill of the Ministry of Justice on the granting of pharmacies to private individuals, the Ministry of Health restores in essence all the arrangements provided for by the relevant Joint Ministerial Decision on Property, but canceled with the 1804/2017 decision of the Plenary Assembly of the Council of Europe.

New requirements from the taxisnet

In 2018, according to a Treasury Department document (IAP 1167412 EX 2017), all businesses are required to declare business accounts (IBANs) via taxisnet.

This practically means that all financial transactions made at the pharmacy (payment of prescriptions to EOPYY, operating expenses payments) should now be made via the company's account and not through the personal account of the pharmacist owner, with other co-beneficiaries.

The same applies to POS transactions (plastic payment), which are transactions of the pharmacist's business. It follows that the bank accounts, through which these payments are made, should be exclusively for their professional activity.

However, if the pharmacist so wishes, he may have more than one account in one or more banks, provided that all professional accounts are reported to the taxisnet.

The plastic bag also covers pharmacies

With regard to plastic bags, as mentioned above, from 1 January 2018 onwards, an environmental tax is imposed on consumers who purchase thin plastic bags when buying and transporting goods or merchandise in order to reduce their consumption and significant pollution environment.

This new regulation also applies to pharmacies, which will have to make the necessary changes to their cash registers, as well as to all electronic receipts, so that the environmental end of the plastic bag (= 0, 03 euros) and VAT is 24%. The total for each bag with a wall thickness <50μm is 0.04 euro.

The relevant Gazette also states that every trader must, at a conspicuous point in the store, state that: "Fine plastic transport bags are subject to an environmental fee (with an indication of the amount) in order to reduce their use". It also states that every three months the first day of the following month, and for the first time on 30 April 2018, is required to submit to the AAD (State Revenue Authority) a statement of the environmental tax return.

It is noted that plastic bags with a wall thickness of 50-70 μm do not apply to the environmental tax, but they are invoiced and the amount of the invoice is shown in a distinct and legible way in the sales invoices before VAT.
